Don't referee's expect "progression" (not the right term)?? TIA

Stalling is a big ?? for me. Help me understand the issue a little better. Yesterday, the "hopping" issue (one leg elevated) was discussed. Answer...it was action, so referee was OK with it. If so, the controlling wrestler can have his opponent hop the whole period, right?? When a wrestler is on top I've seen a referee caution the top wrestler because he wasn't progressing or seeking an additional advantage. To me, the examples are similar.

Conversely, all Wilson (NCST 285) did was engage and wait for Catka to shoot, waste energy and increase his risk (even a half shot is risky when a 285 guy can cover). If he did make one initial attempt to score, I didn't see it. Again, yesterday, a referee said if a period or a period of time produced no score then he hit each wrestler with a stall warning. I thought that was a good idea. If wrestlers don't comply then that 1 point penalty might just be the match??
